T.F. Scott Darling, III is going to be the interim administrator for the FMCSA, which means that he will fill the position for the duration of the Obama administration, the next President may appoint someone of their own choosing when they take office.
President Barack Obama appointed him as Chief Counsel for the FMCSA in 2012, he worked as counsel to the Administrator and the agency's chief legal officer. He previously worked at the Massachusetts Bay Transportation Authority (MBTA) as the Deputy Chief of Staff and Assistant General Counsel. Prior to that he worked as the MBTA's Environmental and Land Use Counsel as well as its Privacy Administrator. He has experience working as counsel to a number of public and private sector clients on transportation, land-use, housing, and environmental issues. He has a Bachelor of Arts degree in Government from Clark University, a Master's degree in Public Policy from Tufts University, and a degree in law from Suffolk University.
He is a man with a very impressive education, But more than likely he has no background working in the trucking or busing industries. It's more than likely that he won't identify with the drivers of the transportation industry. In fact I was talking with Jon Osburn from OOIDA recently and he was commenting on how OOIDA has the proposed mandate on the use of electronic logs tied up in court and was expecting for a lengthy legal battle, therefore I find it very interesting that Scott Darling was selected to act as Administrator for the FMCSA. It only makes sense for him to be selected if Obama is going to fulfill the MAP21 agenda prior to leaving office. I would really like to be wrong and find him to be friendly and open to discussion with drivers of the transportation industry.
